Item 1. Opening of the meeting

1. The joint meeting of the Chemical Review Committee of the Rotterdam Convention and the Persistent Organic Pollutants Review Committee of the Stockholm Convention will be held on Sunday, 20 October 2013, at the headquarters of the Food and Agriculture Organization of the United Nations, Viale delle Terme di Caracalla, Rome. The meeting will be opened at 10 a.m.

1. The Chemical Review Committee is a subsidiary body to the Conference of the Parties to the Rotterdam Convention, established in accordance with paragraph 6 of Article 18 of the Convention. The terms of reference of the Committee were decided by the Conference of the Parties in decision RC-1/6. The Committee reviews parties’ notifications of final regulatory actions and proposals for hazardous pesticide formulations, recommends whether chemicals or formulations should be listed, and prepares draft decision guidance documents for chemicals recommended for listing in Annex III to the Convention.

1. In paragraph 21 of the omnibus decision on enhancing cooperation and coordination among the Basel, Rotterdam and Stockholm conventions, the conferences of the parties to the Basel, Rotterdam and Stockholm conventions requested the alignment of the working arrangements of the Chemical Review Committee with those of the Persistent Organic Pollutants Review Committee to allow for mutual information sharing and, within available resources, effective participation of experts and observers at committee meetings.

1. In paragraph 20 of the omnibus decision on enhancing cooperation and coordination among the Basel, Rotterdam and Stockholm conventions, the conferences of the parties to the Basel, Rotterdam and Stockholm conventions welcomed the identification of the options for information exchange and improved communication and recommended that the implementation of joint activities between the Persistent Organic Pollutants Review Committee and the Chemical Review Committee be accelerated. The joint activities to support the work of and coordination between the scientific bodies of the conventions proposed in annex I to decisions SC-5/27 and RC-5/12 aimed at, among other things, enhancing information exchange and cooperation on cross-cutting scientific, technical and policy issues.

1. The conferences of the parties to the Basel, Rotterdam and Stockholm conventions at their second simultaneous extraordinary meetings took note of the information provided in the paper by the chairs of the Persistent Organic Pollutants Review Committee of the Stockholm Convention and the Chemical Review Committee of the Rotterdam Convention on the potential areas for enhanced cooperation and coordination between the two committees.
