Monitoring and Evaluation

Overview

In May 2017, the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions adopted decisions BC-13/9, RC-8/9 and SC-8/15 on technical assistance, by which they welcomed the technical assistance plan (TA Plan) for the implementation of the Basel, Rotterdam and Stockholm conventions for the period 2018–2021 (UNEP/CHW.13/INF/36-UNEP/FAO/RC/COP.8/INF/26-UNEP/POPS/COP.8/INF/25) and requested the Secretariat, subject to the availability of resources, to implement it in cooperation with relevant actors striving to attract the programming capacity and financial resources of relevant international organizations.

According to paragraph 21 (a) of the plan, capacity development serves as one of the main instruments to support developing country Parties and Parties with economies in transition in the implementation of the three conventions. A variety of tools will be employed to serve Parties in effective manner aiming to maximize short, medium and long-term impacts, including guidance, technical guidelines, modules and toolkits as well as face-to-face training activities, projects and study tours, complemented as appropriate by e-learning tools such as online courses, online trainings and webinars.

Paragraph 24 of the TA Plan, on monitoring and evaluation of the plan, provides that an analysis of the effectiveness of activities employed in the delivery of the TA Plan will be conducted at regular intervals reflecting on the tangible outcomes, activities and indicators, in line with the decisions adopted by the conferences of the Parties.

Monitoring and Evaluation Strategy for the TA Plan

In order to conduct such monitoring and evaluation, the Secretariat prepared an inception paper presenting the proposed approach for developing a monitoring and evaluation strategy for the TA Plan. All Parties were invited to review the inception paper and provide comments to the Secretariat by 31 October 2018.

Taking into account the comments received as listed below, the Secretariat has prepared a draft strategy for monitoring and evaluation of the BRS TA Plan for consideration at the 2019 meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions to be held in Geneva from 29 April to 10 May 2019.
